The bi-state Columbia River Gorge Commission was created by the states of Oregon and Washington in 1987. The board has six appointees from each state, three appointed by each governor and three by the local counties. There is also a non-voting member representing the U.S. Secretary of Agriculture.

The commission was created in response to federal legislation that established the 285,000-acre Columbia River Gorge National Scenic Area in 1986. The purposes of the legislation are to protect and provide for the enhancement of the scenic, cultural, recreational and natural resources of the Columbia River Gorge, and to protect and support the area's economy by encouraging growth within existing urban areas and by allowing future economic development elsewhere when consistent with the area's important resources.

The commission is working in partnership with the U.S. Forest Service, six counties and four tribes to implement a regional management plan.
